Overview
ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.

Our team is aggressively seeking candidates to provide advisory and assistance support (A&AS) to the Office of the Deputy Under Secretary of the Air Force, International Affairs, (SAF/IA), with regional and country specific expertise.

This support is required for developing future Letters of Offer and Acceptance (LOA) and ensuring compliance with existing LOAs for regions or a specific country specified in a Task Order (hereinafter referred to as Partner Nation).

SAF/IA portfolio management requirements derive from programs funded by a variety of authorizations that must be managed separately so discrete tasks are available for each authority with its associated type of funds.

The main effort of work is located on or near the Pentagon, Arlington, VA.

Responsibilities
The mission of Deputy Under Secretary of the Air Force, International Affairs (SAF/IA) is to create, advocate, and facilitate Department of Defense (DoD) and Air Force policies and programs to support United States (US) national security objectives. These policies and programs include international affairs, foreign disclosure and export control, cooperative research and development, international professionals' development, and security assistance programs FMS), international military education and training (IMET), Military Assistance Program (MAP), Foreign Assistance Act (FAA) draw-downs, leases, and related endeavors, in concert with US Government, foreign, and industry partners.

- Analyze existing US military and regional defense capability requirements identify/assess alternative sustainment and enhancement strategies, provide recommendations, and assist in defining requirements for future programs. The contractor shall ensure up to date information in the SAF/IA partner capabilities database for assigned programs, countries or regions.

- Provide input, as tasked by SAF/IA Chief / Deputy Chief, Division Chief, to senior level USAF and various USAF Weapon and System Program Offices for action and response to USAF, and Inter Agency staff regarding FMS programs in tasked region.

Qualifications
a. A Master's Degree with a desired emphasis in an International Affairs curriculum

b. A Top Secret SCI Security Clearance

c. A minimum of five (5) years' experience with demonstrated effectiveness and success in the mission areas below: USAF LOA Development and Execution Management and/or experience as SAF/IA Country Desk Officer and/or experience in the weapon systems identified in the Task Order

d. US DoD staff experience in a military or civilian capacity

e. Professional Military Education through the Intermediate Developmental (O-4) level.

f. Knowledge and general understanding of USAF roles and missions

g. Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players.

h. Knowledge and understanding of SAF/IA's role in US Government and International security cooperation community

i. Demonstrated experience implementing DoD acquisition policies, laws, regulations, and guidance required to implement FMS LOAs

j. Thorough understanding of:
(1) DODI 1315.20, Military Department Foreign Area Officer Programs
(2) CJCSI 3126.01, Language and Regional Expertise Planning
(3) AFPD 16-1, International Affairs
(4) AFI 16-109, International Affairs Specialist Program; and
(5) USAF Global Partnership Strategy
(6) U.S. Export Control laws, regulations and procedures

k. Experience in Saudi Arabia, Bahrain, Kuwait or gulf region.
